What is risk?

In a recent piece for The Spectator – “Anatomy of a fiasco: how Britain’s pandemic defences failed” – James Ball highlights one currently relevant practical example. Last October, writes Ball, a panel of 21 global experts gathered to assess how effectively countries around the world were prepared for pandemics. “Two countries were held up as the best examples: Britain and the US.”
